Need a land drainage expert!

I have a drainage problem in my yard  - which has my uphill neighbor's french drains (I think) draining right into my chicken pen and under my chicken coop - possibly through rat-tunnels.  We tried laying perf pipe (in tight cedar-rooted area) but it still continues to flood my coop when there's a big rain.  Can anyone help?  Can pay with Life-dollars or US or some combination thereof.  Thanks!  Alicia  360-seven15-onetwo59.
