DESCRIPTION:Members of the public are invited to attend the Lake Whatc
 om Joint Councils and Commission meeting scheduled for March 30, at th
 e Bellingham City Council Chambers.\nStaff will be available at an inf
 ormational open house beginning at 6 p.m., with the joint meeting sche
 duled 6:30-8:30 p.m. The meeting will be taped and later aired on BTV1
 0.\nMembers of the Bellingham City Council, Whatcom County Council, an
 d Lake Whatcom Water and Sewer District Commission will be briefed by 
 staff on work scheduled for 2011, with an emphasis on action in the Si
 lver Beach Creek demonstration pilot project, which includes construct
 ion of stormwater control facilities, creek bank stabilization, and ta
 rgeted work with homeowners to reduce stormwater flows and diminish po
 llution.\nStaff will also present information on various topics for co
 nsideration and discussion by the Councils and Commission. Included in
  the presentations will be the timeline for completion of Department o
 f Ecology’s Total Maximum Daily Load (TMDL) process and the Detailed
  Implementation Plan schedule, an update on the cost/benefit analysis 
 of tasks in the 2010-2014 work plan, tributary and lake water quality 
 monitoring, land reconveyance and forest practices.\nTime will be allo
 tted for public comment, and for questions and answers by the Councilo
